How does the hard quota strategy work?

With `calculate_tenant_allocations` using the hard_quota strategy, each tenant is assigned exactly their quota. No resources are shared or borrowed from other tenants.

How can I check if the system is under high pressure?

You can use `analyze_utilization_health` to evaluate system pressure. It will trigger a high pressure alert if resource contention exceeds 30% or if any tenant's utilization goes above 100%.

When will the tenant quotas be reset?

Use the `get_quota_lifecycle` tool to retrieve the next reset timestamp based on whether your frequency is set to daily or hourly.
