This MCP server provides a deterministic resource management system designed to allocate limited token and compute capacity among competing agents. It uses Weighted Fair Queuing (WFQ) to ensure each agent receives a share based on its priority. The system monitors for critical scheduling issues including starvation, priority inversion, and fairness degradation using Jain's Fairness Index.
